Re-engineering Land Governance to Deliver Modern Public Services
Overview
Punjab Land Records Authority (PLRA), one of South Asia’s largest public record custodians, embarked on a transformational journey to modernize access to land services for over 130 million citizens across Punjab. With over 70 years of manual records, fragmented systems, and operational delays, PLRA partnered with CodeNinja to build a province-wide, digitally integrated Franchise Management System that now powers secure, real-time, and transparent land services across 200+ franchisees.
Business Challenges
- Outdated Infrastructure and Paper-Based Records
Decades of manual documentation made it difficult to deliver accurate, timely, and secure land services to a growing population.
- Lack of System Integration and Oversight
PLRA’s legacy systems lacked connectivity with NADRA (identity), CLRMIS (land system), and PayZen (payments), causing service delays and compliance issues.
- Limited Citizen Access and Trust
Without digital tools or decentralized delivery, millions—especially in rural Punjab—struggled with delays, disputes, and lack of transparency in land services.
The Solution
CodeNinja engineered a scalable, province-wide platform for secure citizen and franchisee access—fully aligned with regulatory and security standards.
- Developed a Franchise Management System to decentralize land service delivery across Punjab.
- Integrated real-time APIs with NADRA, CLRMIS, and PayZen for instant validation, identity, and payments.
- Launched a secure, biometric-verified portal for mutations, Fard issuance, and record verification.
- Built an admin dashboard for live service tracking, pricing configuration, and franchisee management.
- Ensured compliance with ISO 27001 and ISO 9001 standards across all digital workflows.
